London already has several passes for commuters — including the Oyster — but they're not valid outside of the TfL area.
Allowing people to register for a pass would allow out-of-pocket individuals to use public transport and pay at a later date; it would be especially useful for teenagers, disabled people, and the elderly. However, there is no option to pay later at this stage.
Local authorities could fund the passes for those who meet the eligibility requirements, making travel easier for many people.
