Leaving a vehicle stationary without good reason is an offence under the Road Traffic (Vehicle Emissions) Regulations 2002 with a maximum fine of £20 if paid within 14 days.

When left running, engines release harmful gases — including carbon monoxide, which is found in smoke and partly responsible for global warming — into the environment, and that's why the law was passed in the UK. This law also applies on private land.
Anyone found leaving their car stationary unnecessarily can receive a fixed penalty notice if caught by the police. However, a verbal warning is generally preferred.
